About the VCAA Review

At the Minister for Education’s request, the Secretary of the Department of Education has established a full Independent Review of the Victorian Curriculum and Assessment Authority (VCAA) in response to issues arising from the 2024 Victorian Certificate of Education (VCE) examinations.​

Dr Yehudi Blacher PSM has been appointed as the Lead Reviewer and will be supported by expert advisors to review how the VCAA delivers on its critical functions.

The Review will:

  • examine whether all aspects of the VCAA are working effectively to deliver on its functions and statutory responsibilities
  • take stock of how the VCAA is performing in the context of recommendations made by recent reviews
  • identify further reforms that will support the VCAA’s critical roles for students, schools and the Victorian community

The Review will examine all elements of the VCAA’s responsibilities and operations including but not limited to: ​

  • Early Childhood Education curriculum ​
  • Victorian F-10 curriculum​
  • Victorian Pathways Certificate (VPC) curriculum and assessments​
  • Victorian Certificate of Education (VCE) curriculum and assessments​
  • National Assessment Program: Literacy and Numeracy (NAPLAN) assessments for Victorian students. ​

What inputs are we asking for?

We are looking for feedback from the Victorian community that engage with the VCAA that will support the Review in understanding how the VCAA is performing to deliver its responsibilities. Your submission may include your experiences with the VCAA directly or indirectly, your views on how effectively the VCAA delivers on its important functions, and opportunities that you see for the VCAA to improve or operate differently.

How will we use your feedback?

Your feedback will be considered by the Review to support its understanding of how the VCAA performs and inform subsequent recommendations. If responding as in individual, you have the option of submitting your feedback anonymously. Submission materials may be shared with the Department of Education, the VCAA and relevant contracted partners.

The Review may include quotes of parts of submissions as case studies in its publications. We will ask for your consent in the Privacy Policy for your submission to be used in part or in full in any publication related to the Review. If you choose to share your name and contact information, your submission may be attributed to you as part of the information shared with the Department of Education, the VCAA and relevant contracted partners. The Review will not identify individuals in any public report.​

While the Lead Reviewer appreciates all submissions and will consider all perspectives, there is not an expectation that the Review will respond to submissions at an individual level.
